Number Pooling
The National Pooling Administrator has developed and utilizes tools and a system containing both hardware and software, to manage the assignment, tracking, and numerous data reporting requirements associated with thousands-block pooling. Using service providers’ forecasts, the PA plans for and thereby assures adequate pool inventory numbering resources, and provides a resource for the standardized application of all administrative pooling guidelines. The PA maintains interfaces with the NANPA, NPAC, service providers, industry forums, state regulatory agencies, and the FCC.

Neustar National Pooling Administration (PA) is an independent, neutral third party as defined in 47 C.F.R. § 52.12, and as such impartially administers thousands-block number pools by assigning, managing, forecasting, reporting, and processing data that allows service providers in pooling rate areas to receive telephone numbers in blocks of 1,000. In addition, we maintain adequate pool inventory and accurate rate area designations, and reclaim unused blocks under the direction of the appropriate regulatory authority.

NANPA
North American Number Plan Administration (NANPA) - Neustar is the keeper of the phone numbering system for customers throughout the United States, Canada, Bermuda, and many of the Caribbean islands. It's the centralized source for assigning all area codes and central office codes, coordinating area code relief as the demand for numbers increases. As designated in Neustar's agreement with the Federal Communications Commission and the North American Numbering Plan Council, Neustar ensures timely, equitable and efficient administration of the rapidly growing number of requests for area codes and central office codes.

NPAC
Local Number Portability Administration (LNPA) - Neustar manages the registry that allows customers to keep their existing phone numbers when switching local service providers. Its operation of the Number Portability Administration Center (NPAC) in Sterling, VA provides a master registry of routing information that interfaces with local and long distance carriers.

ESQK Administration
The Neustar Pooling Administrator, acting as the Interim Routing Number Authority Administrator (IRNA), is charged with administration and assignment of Emergency Service Query Keys (ESQKs), which are used for routing and retrieval of automatic location information for nomadic VoIP 911 calls. The Neustar Pooling Administrator will administer these resources pursuant to the terms of the Interim Assignment Guidelines issued by the North American Numbering Council for administration of pseudo Automatic Number Identification codes, as modified by the Wireline Competition Bureau’s letter of September 8, 2006.
